Director John Avildsen and Sylvester Stallone had to fight to shoot exteriors on location in Philadelphia. Producers wanted to shoot the entire in movie in L.A. to keep costs down, which was of particular interest to them because they were personally guaranteeing to cover any costs on the film over the studio’s allotted budget of $1 million.
